The parallels between Genesis 1 and Genesis 8 remind us that Moses is drawing attention to the Lord's re-creating work after the flood.  The great length of the flood tested Noah's faith and patience, but when it was all over, God repeated the creation mandate for the animals and Noah built the first altar mentioned in the Bible.  Finally, God promised never to strike down every living creature, and to preserve the seasons and cycles of the earth while earth remains.
